In the near future, aided by people's fear of terrorism and crime, the world is increasingly monitored CCTV and computer technology. An ancient brotherhood is determined to use this technology to impose their own ideas of stability onto the masses.

But in order to do that, they have to destroy the Travellers, who can project their consciousnesses out of the everyday reality to Other Planes, and the Harlequins who defend them in a bitter battle.

Then contact is made with a civilisation that's in one of those other realms and the fight is on to control the last two Travellers!
