Billy Adare, Irish by blood, is a sandhog - a tunneller - by night to finance the law studies he pursues by day. His brother Paddy is an enforcer in the pay of an Irish neighborhood gang which, in turn, is used by the local Mafia chief as a subcontractor. Violence erupts when the Mafia is brought in by the bent head of a construction company to break the tunnel workers' union - known as the Sandhogs - and delegates the task to their Irish associates.
Paddy hates the idea of working with the Mafia to destroy the union which employees his younger brother. Jack Tierney, head of the Irish gang, and Paddy are set on a collusion course...
