A hitman is out to get Vancouver homicide detective Claire Parker. Frank Wright flies into town to plot her death, hired by a man with a bad grudge against the lady cop.

In the meantime, Willows and Parker are called in to investigate the apparently motiveless shooting of a young woman. Cherry Ngo, her boyfriend, is the only witness and stubbornly uncooperative.
