When little Emily goes missing, Charlie Resnick fears the worst. Only a few months previously another six-year-old's body had been found hidden inside two plastic bin bags in a disused warehouse. For the overweight, dishevelled detective inspector it's a particularly difficult case: the public are nervous, the media excited, and Resnick himself is haunted by the thought of a child-killer at loose in the city.
