The assassin had bungled the job. So Graham had only a cut hand instead of a bullet through the heart. The Turkish authorities wanted him safely out of the country - as quickly as possible. The small Italian steamer was ideal for the purpose. It carried only fifteen passengers - and each one had been checked and cleared.
