Humankind has discovered the secret of faster-than-light travel, and the seven thousand and fifty-fourth session of the Galactic Congress has convened in order to formally welcome their spacefaring brethren into the great Galactic family, and to form an expedition to meet the humans in a friendly and open gesture.
But the Galactic Congress has made the assumption, and rightly so with thousands of years of psychiatric science and first contact scenarios to fall back on, that the humans will want to join the federation of races. But what if they don't?
