Summary
:
Even today, man has two frontiers left to him: space, and the deep ocean. But what if, in the future, these two frontiers compete for the resources needed to tame them? What if the two became competitors, agencies working against one another to the detriment of both?
That is just the scenario postulated by Isaac Asimov in "Waterclap". A "Moon-Man" has come to visit Ocean-Deep, to negotiate a possible solution to the problems of funding -- to the benefit of the moon, of course. His actual plans may involve something more than simple negotiation however...
