Born in Connecticut, Mann worked briefly in Washington, DC, as a Capitol Hill aide before receiving his Masters degree at Wesleyan University. Working as a journalist for several publications, both on staff and freelance, led to his tenure (1992-95) at Metroline, a gay-lesbian newsmagazine serving Connecticut and Massachusetts. Along with his co-publisher and editor, Surina Khan, now executive director of the International Gay & Lesbian Human Rights Coalition, Mann won several awards for his work at Metroline.

He has continued to work as a journalist, writing for (among others) Architectural Digest, The Advocate, Out, Menís Fitness, The Boston Phoenix, and Frontiers. His fiction and essays have appeared in dozens of anthologies. In 1996, he won a fiction-writing prize and grant from the Massachusetts Cultural Council. In addition to writing, Mann has worked as a researcher, lecturer and model. He resides in Provincetown, Massachusetts with his partner, Dr. Timothy Huber.
